This makes me wonder what happens after you redeem the code. It's not the first time I see a game with half of its content needing a download code, Assassins Creed Rebel Collection or Bioshock Collection being other examples, but if I remember right, for these games I didn't have to go to the eShop to redeem a code found in the box, Either the download would start automatically as an "update", or I would get an in-game screen allowing me to download the content. You have to go to the Nintendo eShop and redeem the code to get the download started.
I was surprised to see that the Arcadia Bay Collection comes with am eShop code for Life is Strange: Before the Storm.
